We are looking for a young, ambitious Nepali National for the following position for a 4 years fixed term with possibility of extension:
National Programme Officer- Rural Infrastructure (Water) (1)
As a member of the Programme Team, the incumbent is responsible to develop, design, coordinate, manage and provide policy inputs to the rural infrastructure portfolio specially related with water. The designated programme officer is also expected to provide inputs in disaster risk reduction (DRR) and strategic programme discussion with economic analyses pertaining to national, local and sectoral data:
• Under the line management of the Programme Management Specialist, the NPO supports (but not limited to) in implementing and monitoring of Rural Infrastructure Projects related to water sector and DRR finanaced by Swiss Agency for Development and Cooperation (SDC).
• Supports the Programme Management Specialist in sector policy dialogue, knowledge exchange, and capacity building; and help immediate counterparts and partners to build sustainable programs, support policy development and sector reforms that serve in particular the Dis-Advantaged Groups.
• NPO will make sure that equity and governance dimensions are fully integrated in the design and implementation of the projects.
Required Technical Competence
• Bachelors degree in Civil Engineering with a Masters degree in irrigation and river training engineering, planning, economics or relevant fields, with at least 5 years of experience and preferably not more than 10 years, out of which 3 years in development work related to irrigation, river training works and drinking water, experience and knowledge on project cycle management and Planning, Monitoring, Evaluation and Transferring into action (PCM), in-depth understanding of current issues of poverty reduction and rural infrastructure especially in the water (farmers managed irrigation schemes, river protection and drinking water) sector in Nepal, possesses some exposure in the field of Disaster Risk Reduction, familiar with the functioning of the line agencies of the Government of Nepal (GoN), Local Governments (DDCs and VDCs) and Non-Governmental Organisations (NGO) sector, a demonstrated track record of working with economic and sectoral data and conducting economic analyses at the national, local and sectoral level will be an added advantage.
Required Methodological and Social Competence
• Target and result-oriented (steadfast, perseverance), demonstrated ability to analyze, conceptualize and monitor programs, process design and Project Management, able to work independently and under pressure, networking, negotiation and communication skills is an essential requirement, accept a wide spectrum of tasks , sensitivity and experience in the areas of gender, social inclusion and capable of adjusting into a multicultural team, good understanding of the current events and national context
