Vacancy at Helen Keller International

Helen Keller International (HKI). an international NGO working in nutrition and food security, now in partnership with the USAID-funded SUAAHARA program for 5 years, invites qualified Nepali nationals (preferred) or resident international expats in Nepal to apply for the position of Senior Technical Advisor.

PURPOSES:

The Senior Technical Advisor will function as the key person responsible for the technical quality of the consortium of Save the Children and Helen Keller International to provide high quality technical guidance and support on key activities under a 5 year USAID-funded cooperative agreement for an integrated nutrition program “Suaahara" in Nepal. The focus of the program is to improve the nutritional status of women and children under two years of age through an integrated Nutrition. Family Planning. Maternal. Newborn and Child Health (FP/MNCH) and water, sanitation and hygiene (WASH) program. The project is designed and implemented to fully support the Government of Nepal in line with Nepal Health Sector Plan II.

SKILLS/KNOWLEDGE AND QUALIFICATIONS REQUIRED:

Master's or doctoral degree in public health or similar field

10 years of national and international experience in the field of public health, working on programs of similar scope and complexity.

Have demonstrated expertise in the relevant technical areas including public health, FP/MNCH nutrition, water/sanitation/hygiene, household food production, behavior change communications, capacity building, applied research, strengthening public sector service delivery systems, technical and program innovations, monitoring and evaluation as well as multi-sector approaches.

S/he must have demonstrated success in delivering technical assistance, in working in collaboration with host country governments and partner organizations.

S/he must have creative and analytical abilities, good English oral and written communication skills, and substantial experience in research, monitoring and evaluation.

MAJOR DUTIES AND RESPONSIBILITIES:

Provide up-to-date, evidence-based technical guidance and support to the Nepal INP Management Team in country as it pertains to the focus of this program;

Provide technical guidance to the development of annual workplans, in line with the Suaahara strategies, to ensure the integrated PHN and FP/MNCH as well as WASH activities are operating at scale in all target districts;

Ensure the technical quality of program interventions by coaching and building the technical capacity of the field teams to implement the Suaahara activities effectively and efficiently:

Work closely with government counterparts in the Ministry of Health and Population and other relevant ministries and provide technical support to facilitate alignment of PHN strategies with current government policy and the National Health Sector Plan II and III. This includes providing input to the NuTech, the national nutrition technical body of stakeholders in Nepal;

identify, and/or research opportunities for capacity building for local partners and contribute to the development of the project's strategic plan, annual work plans, and country plans and ensure that project documents and reports incorporate the latest technical approaches and interventions;

Provide technical input on Suaahara program's midterm performance review and end line survey as well as other identified research and studies;

Oversee the process of producing quality donor and other reports in a timely fashion - in close coordination with project team;

In coordination with technical leads and partners, ensure efficient planning and implementation of quality program activities including selection of appropriate short-term technical assistance;

Promote program learning through sharing of technical information among the staff so that state-of-the-art approaches are applied consistently across all project interventions;

Represent the Suaahara activities to the public health community through the participation in and/or organization of conferences, workshops, and seminars, and through a range of technical reports, briefs, publications, and presentations;

Participate in and present on behalf of the project in appropriate technical meetings and conferences;

Keep the senior program management team informed about all key issues on a timely basis.

Vacancy Announcement at UNDP


Community Based Flood and Glacial Lake Outburst Risk Reduction Project" is a joint initiative between The Government of Nepal (GoN) and United Nations Development Programme (UNDP). The project will be implemented under National Execution/Implementation Modality (NEX/NIM) by Department of Hydrology and Meteorology (DHM) under Ministry of Science, Technology and Environment (MoSTE) as the lead Implementing Agency. The major source of funding to this project comes from the Least Developed Countries Fund (LDCF) managed by Global Environment Facility (GEF). The project contributes to NAPA Profile 3 'Community-Based Disaster Management for Facilitating Climate Adaptation' and Profile 4 'GLOF Monitoring and Disaster Risk Reduction'. The project was developed by UNDP with the technical assistance from ICIMOD following wider consultations at different levels. The project duration is for four years from 2013 to 2017. This project aims to help the GoN to overcome some of the key barriers to manage the growing risks of Glacial Lake Outburst Floods (GLOF) in the high mountains and flooding in the tarai and Churia Range of southern Nepal through a strong emphasis on community engagement, empowerment and social inclusion.

To implement this project, applications are invited from the interested and qualified citizens of Nepal for the following positions:

1) Post Title: National Project Manager (NPM) (NPPP IV) No. of position: One Duty Station: Kathmandu with frequent travel to the districts

Duration: One year (with possibility of extension)

Job responsibilities:

Under the direct supervision of National Project Director (NPD), Executive of the Project Board NPM will assume overall management and administration including budgeting and planning in accordance with the programme document, will carry out project activities approved by the CFGRMP.

Qualifications and experiences required:

Ph.D. or Master's degree in applied / environmental sciences and has the experiences on disaster management, environment management, climate change studies, natural management, wetland management or related field. The candidate with PhD degree should have at least 7 years and with Masters degree should have at least 10 years of working experience preferably in river management or GLOF risk reduction/mitigation work with at least 3-5 years of successful managerial experience. The candidate should have relevant experiences of working with government agencies and financial institutions. Working experience with bi-lateral and multi-lateral development agencies will be given priority. Experience on planning, monitoring and evaluation of community based projects will be an added advantage. The candidate must be computer literate. Fluency in written and spoken in Nepal and English is required.

2) Post Title: Senior Technical Advisor (STA) Component 1 (GLOF) (NPPP IV) No. of position: One Duty Station: Kathmandu with frequent travel to the project implementation areas

Duration: One year (with possibility of extension)

Job responsibilities:

The STA will work under the direct supervision and guidance of the NPM and NPD. The STA will be mainly responsible for leading the community based GLOF risk management team and supporting the NPM with the effective and smooth implementation of project activities in achieving the project outputs as appropriate and for facilitating the flow of technical advisory, innovative experiences, training and other inputs to the GLOF Risk Management Community, DHM staff and other concerned line agencies. The STA will be responsible for quality control and advisory services of the GLOF component of the project.

Qualifications and experiences required:

Ph.D. or Master's degree in applied science such as, hydrology, meteorology, glaciology, alpine geology or related field. The candidate with PhD should have at least 7 years and the candidates with Masters degree should have at least 10 years of working experience in GLOF impact studies. Experience in GIS, remote sensing and simulation of GLOF would be a preferred and an added advantage. The candidate should have relevant experiences of working with government agencies, financial institutions and in the region. Working experience with bi-lateral and multi-lateral development agencies will be given priority. Experience on planning, monitoring and evaluation of community based projects will be an added advantage. The candidate must be computer literate. Fluency in written and spoken in Nepal and English is required.

3) Post Title: Senior Technical Advisor (STA) - Component 2 (Flood) (NPPP IV) No. of position: One Duty Station: Kathmandu with frequent travel to the project implementation areas

Duration: One year (with possibility of extension)

Job responsibilities:

The STA will work under the direct supervision and guidance of the NPM. The STA will be mainly responsible for leading the community based flood risk management team and supporting the NPM in the effective and smooth implementation of project activities in achieving the project outputs as appropriate and for facilitating the flow of technical advisory, innovative experiences, training and other inputs to the Flood Risk Management Community, DWIDP staff and other concerned line agencies. The STA will be responsible for technical quality control and advisory services of Flood component of the project Qualifications and experiences required:

PhD or Master's degree in disaster management, hydrology, flood / river basin management, water resource management or related field. The candidates with PhD should have at least 7 years and the candidates with Masters should have at least 10 years of working experience in flood related projects. Experience in GIS, remote sensing and simulation of flood/climate change would be an added advantage. The candidate should have relevant experiences of working with government agencies and financial institutions. Working experience with bi-lateral and multi-lateral development agencies will be given priority. Experience in planning, monitoring and evaluation of community based projects will be an added advantage. The candidate must be computer literate. 4) Post Title: Monitoring and Evaluation Associate (MEA) - SU 6 No. of position: One Duty Station: Kathmandu, with frequent travel to districts.

Job responsibilities:

The MEA will work under the supervision of Technical Advisors/Specialists and overall guidance of NPM. The MEA will be responsible to ensure quality control and regular monitoring of the project interventions/activities. The MEA will also work closely and liaison with DHM and DWIDP in sharing information and knowledge generated by the project.

Qualifications and experiences required:

The MEA shall have a Bachelor's degree in arts, commerce or relevant field with work experience of at least 3 years in the related field. The candidate shall have experience in Monitoring and Evaluation, organization of training projects and provision of secretarial and communication services. Proven abilities in English writing and computer skills are required. Previous experience of working in the International donor financed or implemented projects would be a advantage.

The 'Strengthening the Rule of Law and Human Rights Protection System in Nepal' Programme focuses on supporting systemic changes in national legislative, policy and institutional frameworks and structures and on delivering tangible results at the local level. The programme will support the Supreme Court of Nepal to facilitate the justice sector reform process and strengthen the administration of justice in Nepal,

To enable the justice sector institutions to effectively implement Nepal's protective laws, the Programme will further strengthen communication, coordination and cooperation amongst them, and support the development of core institutional capacities. The Programme will support the Ministry of Law, Justice, Constituent Assembly and Parliamentary Affairs to lead reforms in the legal aid regime of Nepal towards the establishment of an integrated system which coordinates and regulates relevant, accessible socio-legal aid service provision throughout Nepal. By further enabling women, vulnerable groups to enjoy their right to legal aid, the Programme will empower them to exercise their economic and social rights to poverty-reducing services such as inheritance, pensions, education allowances, health and legal services. To promote accountability for due process and human rights violations, the Programme will support the revision of legislations; the development of the capacity needed to effectively implement those legislations; and development of core institutional capacity of the National Human Rights Commission (NHRC), with a view to further enabling the NHRC to exercise its mandates under the NHRC Act, and to strengthen other national human rights institutions and actors to achieve critical mass on human rights issues. Moreover, the Programme will also support a credible transitional justice process for conflict victims in Nepal. Job responsibilities: Under the direct supervision of the National Programme Manager, the Justice Sector Coordinator will: Develop and update detailed justice sector component implementation plans under the guidance of the Chief Technical Advisor (CTA) and National Programme Manager and in close consultation with relevant project staff and ensure the implementation of activities related to his/her component. Coordinate and supervise technical inputs relating to component activity design, development and implementation. Be responsible for the implementation of component activities to discuss progress on and ensure that there is a common understanding of the direction of the programme. Provide overall administrative and logistic support to the justice sector coordination component of the programme. Take the lead on following up with the implementing partners to ensure timely implementation of the component activities. Prepare a strategy for liaising with relevant partners to determine level of satisfaction with project implementation to allow for detection of any relevant issues/challenges at an early stage. Undertake necessary preparatory tasks for all national and sub-national level meeting carried out as a part of the component activities.

Qualifications and experiences required:

Ph.D. or Master's Degree in the fields related to law, justice, court and case management and rule of law, public administration, management or any other relevant filed. Additional training and certification in project management would be an advantage. Ph.D. with five years and Master's Degree with seven years of progressive relevant work experience in designing, in managing and the implementation of the project /or working in a relevant field.
