Government of Nepal has received grant and loan assistance from International Fund for Agriculture Development (IFAD) towards the cost of High Value Agriculture Project in Hill and Mountain Areas (HVAP). Ministry of Agricultural Development (MoAD) is the main executing organization of the project. Netherlands Development Organization - SNV and Agro-Enterprise Center/Federation of Nepalese Chambers of Commerce and Industry (AEC/FNCCI) are the main implementing partners of the project. The project is in implementation since 2010/11 with duration of six years.
The overall goal of the project is to reduce poverty and vulnerability of women and men in hill and mountain areas of the Mid-Western Development Region. The project covers 10 districts along the Chhinchu-Jajarkot, Surkhet-Dailekh, and Surkhet-Jumla (Karnali Highway) road corridors. The project districts are Surkhet, Dailekh, Salyan, Jajarkot, Kalikot, Jumla, Humla, Mugu and Dolpa of Mid-Western Development Region and Achham district of Far-western Development Region. The project has three components: (1) Pro-Poor Value Chain Development, (2) Inclusion and Support for Value Chain Initiatives, and (3) Project Management including M&E and K nowledge Management. Project Management Unit (PMU) of HVAP is based in Surkhet.
HVAP thus invites interested and appropriately qualified Nepalese citizens to apply for the following positions as per the following requirements:
1. Position : Horticulturists (3 positions)Vacancy code: HVAP-HTS/13
Duration : Full project period
Duty Station: One each in Jumla, Dailekh (Surkhet-Jumla road corridor), and Salyan (Chhinchu-Jajarkot road corridor) with frequent visits to project districts and command areas.
Roles and Purpose of the Assignment:
The Horticulturist will be mainly responsible to facilitate implementation of the project's sub-component - Production/Post Harvest Support. S/he will be responsible for technical support and backstopping to the local NGOs in providing extension services to the farmers, farmers groups and cooperatives related to high value horticultural commodities. S/he will also be responsible for production and postharvest inputs supply, facilitating the training, field visits, group discussions, farmers' field schools etc. S/he will work closely with the High Value Agriculture Production Specialist (HVAPS) of the HVAP.
Academic Qualification and Work Experiences
Bachelor degree in Agriculture with at least 5 years experience (3 years for women candidate) or Masters degree in Horticulture with at least 3 years of experience (1 year for women candidate) in related field or higher degree in horticultural field.
Experience in delivery of field level extension activities, organizing trainings and delivery, and training received in related subjects.
Good spoken and written skill in both English and Nepali and possess good skills in report writing.
Good interpersonal skills and the ability to work effectively with range of institutions, and good computer skills.
Mode of Contracts :
There will be initial contract for one year with a probation period of three months. The annual contract will be extendable up to the project period based on satisfactory performance in the preceding contract.

Roles and Purpose of the Assignment:
The Agro-Forestry Expert will be responsible to facilitate implementation of the project's sub-component - Production/Post Harvest Support. S/he will be responsible for technical support and backstopping to the local NGOs in providing extension and technical services to the farmers, farmers groups, forestry users' groups and cooperatives related to Non Timber Forestry Products (NTFPs) and Medicinal and Aromatic Plants (MAPs). S/he will also be responsible for production and postharvest inputs supply, facilitating the training, field visits, group discussions, farmers' field school etc. S/he will work closely with the High Value Agriculture Production Specialist (HVAPS) of the HVAP.
Academic Qualification and Work Experiences
Bachelor degree in Agro-forestry or Forestry or Master degree in Botany with at least 5 years experience (3 years for women candidate) in NTFPs and MAPs related fields or Master degree in Agro-forestry or Forestry with at least 3 years experience (1 year for women candidate) in the NTFPs and MAPs' fields or higher degree in related field.

Roles and Purpose of the Assignment:
The Project Engineer will be mainly responsible to facilitate implementation of the project’s component 2- Inclusion and Support for Value Chain Initiatives, particularly the physical infrastructural activities under subcomponent (i) Production/Post Harvest Support, (ii) Value Chain Fund, and (iii) Spatial Inclusion Fund. S/he will be responsible for providing technical support and backstopping to the participating beneficiaries in providing services on design, estimate, quality check-up, monitoring, supervision, and related services. S/he will work closely with the High Value Agriculture Production Specialist (HVAPS) of the HVAP.
Academic Qualification and Work Experiences
Bachelor degree in Civil or Agri-engineering with at least 5 years experience (3 years for women candidate) in the related field or Masters degree in Civil or Agri-engineering with at least 3 years of experience (1 year for women candidate) in related field or higher degree in related field.
Experience in design, estimate, monitoring, supervision, quality check-up of physical infrastructural activities.

4. Position : Database Management Expert (1 position) Vacancy code : HVAP-DME/13
Duration : Full project period
Duty Station: PMU Surkhet with occasional visits to project districts
Roles and Purpose of the Assignment:
The Database Management Expert will be responsible for ensuring field data is gathered and registered, ensuring the quality of data entered and helping to produce initial statistical analyses. He/She will manage the data and information and make up to date Management Information System (MIS) and Geographical Information System (GIS) to produce the regular reports regarding project results. He/She is responsible for obtaining all data from primary sources as stipulated in the M&E Plan and for their collation and analysis at the M&E Unit. This will require coordinating with all units/sections of the PMU, partner organizations, line agencies, Local NGOs, ministry, and DCCIs to handle the MIS and GIS to produce the timely information of project results. S/he will work closely with Monitoring and Evaluation Expert (M&E Expert) of the HVAP.
Academic Qualification and Work Experiences
Bachelors’ degree in relevant areas such as Information Management System, Information and Technology (BEIT/BIM/BCA) with at least 5 years of experience (3 years for women candidate) or Masters’ Degree in Information and Technology or Information Management System with at least 3 years experience (1 year for women candidate) or higher degree in related field.
Experience in handling MIS and GIS in development projects as well as knowledge to handle MySQL and PHP.
Good spoken and written skill in both English and Nepali and possess good skills in report writing.
