BASIC FUNCTION OF THE POSITION:
The Democracy and Governance (DG) Program Specialist, FSNPSC, serves as USAID’s expert and advisor on a range of DG issues such as governance, transparency, rule of law, human rights, civil society, media, elections, political transitions, and conflict prevention. Because of field’s breadth, the Specialist needs a general understanding of DG and its cross-sector applications. The incumbent requires specific technical expertise in more than one of the following: public financial management; legal, regulatory, policy frameworks; public advocacy and oversight; transparency and accountability; and gender and social inclusion. The Specialist must be highly motivated, capable of working independently or as part of a team.
REQUIRED QUALIFICATIONS:
NOTE: All applicants are instructed to address each selection criterion detailed below:
1. EDUCATION: Master’s Degree in law, political science, economics, rural/community development, public administration, public policy, or other related social science.
2. EXPERIENCE: At least seven years of managerial and/or project management experience, managing more than one activity at a time. At least three years working in governance, transparency, rule of law, human rights, civil society, media, elections, political transitions, conflict prevention or a related field. At least two years in planning, developing or managing donor-funded programs in the relevant fields. Experience with writing and designing Statements of Work for donor-funded DG programs, preferred.
3. KNOWLEDGE: Broad technical knowledge and understanding of DG, methodologies and context in one or more of the following: governance, transparency, rule of law, human rights, civil society, media, elections, political transitions, conflict prevention or a related field. Strong knowledge of project or program management and organizational management for local NGOs/CSOs. Strong knowledge of project or program management and organizational management of the Government of Nepal (GON), including the GON’s related policies, procedures and regulations.
4. LANGUAGE: English and other Nepali language proficiencies listed by level (i.e. 2/2) for speaking/reading. Fluency in both spoken and written Nepali a 4/4 scoring for English reading, writing and speaking are required.
5. OTHER SKILLS: Demonstrated skills:
• Ability to transfer technical DG knowledge into project designs, project reports and policy papers, etc.
• Capacity to prepare technical documents in English with little editing.
• Ability to develop and maintain high level contacts (GON, donors, civil society, local bodies).
• Excellent communication, presentation and inter-personal skills.
• Software use including MS Word, Excel and Power Point and ability to improve the IT skills.
