UNDP Nepal works in the areas of transitional governance, pro-poor policies and sustainable livelihoods, peace building and recovery, energy, environment and natural disaster management along with gender and HIV as cross cutting issues with its annual Programme ofUS$ 40 million. It was established in Nepal in 1963 and works closely with the Government and development partners, thousands of community and civil society groups in all 75 districts of Nepal. In all its activities, UNDP encourages social inclusion, protection of human rights and empowerment of women.
Following the success of the Constituent Assembly (CA) election in 2008, UNDP Nepal launched an Electoral Support Project (ESP) in August 2008 to provide technical assistance to the Election Commission of Nepal (ECN) for the inter-elections period (2008-2016). The ESP support aims at building sustainable and enduring institutional and professional capacity of the ECN, of its Secretariat and its district offices that could be easily and effectively deployed in future elections. The ESP (2008-2016) consists of two phases. Phase I (2008-2012) focused exclusively on long-term electoral capacity building. Phase II (20122016) focuses on capacity building of the ECN officials and operational support for future electoral cycles. The major areas of ESP support activities to the ECN include- strategic planning for the electoral cycle; creation of new voter registration; training and procedure; election operations and logistics; election dispute resolution (EDR); electoral security; establishment of the Electoral Information and Education Centre; public outreach and voter information/education; gender and social inclusion.
Electoral Dispute Resolution / Legal Officer (1 position)
Service Contract at SB A/ II level (Annual Remuneration: NPR. 1,220,424.00)
Duty Station: Kathmandu
Under the direct supervision of Chief Technical Advisor/Project Manager of ESP and in close coordination with Legal Division of the ECN, the EDR/ Legal Officer will work closely with the ECN to provide support on legal aspects in election-related issues. This will include review of legal frameworks, providing legal opinions on election-related issues. Required qualifications and skills: Minimum of Master degree in law or related field. A minimum of 5 years' experience in legal issues, preferably in electoral legal issues. Experience in legal drafting and providing advices. Familiarity with electoral system and election dispute resolution. Excellent verbal and written communication skills in English and Nepali. Ability to work effectively and harmoniously in a team, especially with ECN colleagues.
