VACANCY ANNOUNCEMENT-Strengthening Rule of Law and Human Rights Protection System Proramme


The 'Strengthening the Rule of Law and Human Rights Protection System Programme focuses on supporting systemic changes in national legislative, policy and institutional frameworks and structures and on delivering tangible results at the local level. The programme will support the Supreme Court of Nepal to facilitate the justice sector reform process and strengthen the administration of justice in Nepal, To enable the justice sector institutions to effectively implement protective laws, the Programme will further strengthen communication, coordination and cooperation among these institutions, and support the development of core institutional capacities. The Programme will support the Ministry of Law, Justice, Constituent Assembly and Parliamentary Affairs to lead reforms in the legal aid regime of Nepal towards the establishment of an integrated legal aid system which coordinates and regulates relevant, accessible socio-legal aid service provisions throughout Nepal. By further enabling women and vulnerable groups to enjoy their right to legal aid, the Programme will empower them to exercise their economic and social rights to poverty-reducing services such as inheritance, pensions, education allowances, health and legal services. To promote accountability for due process and human rights violations, the Programme will support the revision of legislations; the development of the capacity needed to effectively implement those legislations; and development of core institutional capacity of the National Human Rights Commission (NHRC) and to strengthen other national human rights organizations and actors to achieve critical mass on human rights issues. Moreover, the Programme will also support a credible transitional justice process for conflict victims in Nepal. Therefore, applications are invited from the interested and qualified citizens of Nepal for the following positions:

1) Post Title: Communication and Reporting Officer (NPPP-II) No. of position: One

Duty Station: Kathmandu (Possibility of field visits within Nepal) Duration: One year (with possibility of extension)

Job responsibilities: Under the direct supervision of the National Project Manager, the incumbent will perform the following tasks:

Ensure that information and data from the field is captured, documented, analysed and reported in a results-based and timely manner;

Ensure effective communications, visibility and knowledge management; Contribute substantially to the proposal development process; Develop, implement and monitor a project communication and visibility plan, facilitate better understanding among partners about programme progress, and adhere to UNDP and development partner guidelines on communications and visibility;

Undertake filed visits to gather the information and results related to the programme;

Assist all the components of the programme in producing and documenting all kinds of programme related reports including visibility material;

Establish and maintain fully operational state-of-art programme documentation unit; With input from the national monitoring and evaluation officer, produce high quality quarterly, six-monthly and annual programme progress reports;

Provide high quality editing and formatting for all programme related documents; Support programme staff in organizing and managing seminars, workshops, press conferences and field visits as required; Prepare and edit press releases, programme related progress reports and documents;

Provide through progress reporting continuous analysis of the achievements, facilitate project review, evaluation and audits;

Implement all reporting and communication work of the programme

Qualifications and experiences required:

Master's degree in journalism, mass communications, development studies, social sciences, human rights, law or relevant field.

Five years relevant working experience.

S/he should have an extensive experience in communication and diffusion strategies and techniques, reporting, documentation, publication, and audio-visual material preparation in relation to conservation and development fields.

S/he should possess excellent writing, editing, and speaking skills in both English and Nepali. S/he should be well versed in the latest electronic publishing and graphics methods.

Priority will be given to candidates who demonstrate a high level of motivation and good communication, social, and interpersonal skills

2) Post Title: Field Project Officer (NPPP-2) No. of position: One

Duty Station: Kathmandu (Possibility of field visits within Nepal) Duration: One year (with possibility of extension)

Job responsibilities: Under the direct supervision of the National Programme Manager (NPM) the Field Project Officer will:

Assist the NPM project coordinators in preparation of annual work plans, quarterly reports and progress reports;

Assist NPM in effective implementation of the project activities in consultation with relevant coordinators and staff members of component teams; Ensure the necessary arrangements for workshops, seminars, interaction programmes and training activities as per the work plan;

Conduct mapping and assist in determining local districts to run programme initiatives; Prepare terms of reference and request for proposals (RFP) for sub contractors and consultants and ensure timely procurement of goods and services in the field;

Communicate key field results and successes to Communication and Reporting Officer to ensure that field activities achieve visibility;

Facilitate monitoring and evaluation of programme implementation and collaborate with the Monitoring and Evaluating Officer to carry out baseline studies and collect information necessary to demonstrate the results of the programme activities; Assist in the development of a user-friendly monitoring and evaluation framework for use by local partners and stakeholders;

Develop technical concept notes on relevant project activity components and liaise with component team leaders to facilitate implementation of the activities as per the work plans; Ensure completion of activities in the annual work plan on time and within budget according to UNDP and Government policies and procedures;

Build partnerships in the programme field site areas with relevant justice sector actors and agencies including civil society and manage routine communication with local stakeholders; Coordinate design, development and implementation of field-based research and collate learning from local initiatives to share with relevant justice providers and agencies at the central level;

Coordinate implementation of any other relevant project activities as per the programme work plans to ensure successful realisation of the targeted outputs of the field activities;

Qualifications and experiences required:

Master's degree in management and administration, social sciences, law and human rights, international relations or relevant field.

Five years of progressive relevant experience working in law and justice field and/or programme planning, management and coordination. Practical knowledge of national justice sector agencies and the local and national system of legal aid provision and justice administration in Nepal. Experience with UNDP or other international agencies is desirable.

Demonstrated ability in monitoring and evaluation and reporting.

Experience in the usage of computers and office software packages (MS Word, Excel etc) and advance knowledge of spread sheet and database packages, experience of handling web based management systems

3) Post Title: Legal Aid Officer (NPPP- 2) No. of position: One

Duty Station: Kathmandu (Possibility of field visits within Nepal) Duration: One year (with possibility of extension)

Job responsibilities: Under the direct supervision of the Legal Aid Coordinator of the Legal Aid Component, the Legal Aid Officer will:

Facilitate implementation of the Legal Aid and Access to Justice Component of the project; Provide technical advice for implementation of legal aid activities and reform to maximize impact and ensure realisation of expected outputs;

Map l/NGOs and development partners that are working in area of legal aid provision; Work alongside the Access to Justice Specialist to develop specialized technical skills for socio-legal aid service provision;

Conduct capacity-building activities with MoUCAPA and associated staff from LACs/LAU to implement a socio-legal aid system in Nepal; Liaise with local authorities to ensure coordination and buy-in for legal aid reform;

Advise on building synergy between CSOs, government institutions, and other stakeholders working in the field of legal aid provision;

Assist in establishing data-sharing mechanism between legal aid service providers and MoUCAPA;

Work with the Access to Justice Specialist to design and conduct trainings for MoLJCAPA staff and task force members on international and national legal aid practices and legal/policy frameworks; Collaborate with the Gender and Social Inclusion Officer to ensure that the legal aid reform process is inclusive;

Maintain a network of South-South communication and information exchange regarding legal aid provision; Oversee the implementation of socio-legal aid initiatives and consolidate lessons learned from these initiatives to be incorporated in national policy;

Assist and advise MoUACAPA in the formulation of national legal aid policy; Support MoLJCAPA in establishing Legal Aid Centres (LACs); Develop and implement training and supervision programme for Legal Aid Centres (LACs);

Coordinate with concerned government agencies for the endorsement for mediation codes; Assist in developing special operational procedure (SOP) for the Baitanik Wakil in Nepal. Develop specific manuals for criminal justice defenders and materials explicating difference between legal aid, informal justice, and criminal defence as methods to increase access to justice in collaboration with the Access to Justice Specialist;

Qualifications and experiences required:

Master's degree in law, human rights, international relations or relevant field;

Five years of progressive relevant experience working in the field of rule and law, access to justice, justice sector coordination, legislative reform or human rights.

Specialized knowledge in legal aid, including in-depth familiarity with the international legal and policy framework, comparative international models and 'best practices' as well as specialized knowledge of Nepal's legal aid context;

Proven experience in developing strategies for legal aid provision. Experience with UNDP or other international agencies is desirable.

Demonstrated ability in monitoring and evaluation and reporting experience.

Experience in the usage of computers and office software packages (MS Word, Excel etc) and advance knowledge of spread sheet and database packages, experience of handling web based management systems.
