Vacancy Announcement at UNDP


Community Based Flood and Glacial Lake Outburst Risk Reduction Project" is a joint initiative between The Government of Nepal (GoN) and United Nations Development Programme (UNDP). The project will be implemented under National Execution/Implementation Modality (NEX/NIM) by Department of Hydrology and Meteorology (DHM) under Ministry of Science, Technology and Environment (MoSTE) as the lead Implementing Agency. The major source of funding to this project comes from the Least Developed Countries Fund (LDCF) managed by Global Environment Facility (GEF). The project contributes to NAPA Profile 3 'Community-Based Disaster Management for Facilitating Climate Adaptation' and Profile 4 'GLOF Monitoring and Disaster Risk Reduction'. The project was developed by UNDP with the technical assistance from ICIMOD following wider consultations at different levels. The project duration is for four years from 2013 to 2017. This project aims to help the GoN to overcome some of the key barriers to manage the growing risks of Glacial Lake Outburst Floods (GLOF) in the high mountains and flooding in the tarai and Churia Range of southern Nepal through a strong emphasis on community engagement, empowerment and social inclusion.

To implement this project, applications are invited from the interested and qualified citizens of Nepal for the following positions:

1) Post Title: National Project Manager (NPM) (NPPP IV) No. of position: One Duty Station: Kathmandu with frequent travel to the districts

Duration: One year (with possibility of extension)

Job responsibilities:

Under the direct supervision of National Project Director (NPD), Executive of the Project Board NPM will assume overall management and administration including budgeting and planning in accordance with the programme document, will carry out project activities approved by the CFGRMP.

Qualifications and experiences required:

Ph.D. or Master's degree in applied / environmental sciences and has the experiences on disaster management, environment management, climate change studies, natural management, wetland management or related field. The candidate with PhD degree should have at least 7 years and with Masters degree should have at least 10 years of working experience preferably in river management or GLOF risk reduction/mitigation work with at least 3-5 years of successful managerial experience. The candidate should have relevant experiences of working with government agencies and financial institutions. Working experience with bi-lateral and multi-lateral development agencies will be given priority. Experience on planning, monitoring and evaluation of community based projects will be an added advantage. The candidate must be computer literate. Fluency in written and spoken in Nepal and English is required.

2) Post Title: Senior Technical Advisor (STA) Component 1 (GLOF) (NPPP IV) No. of position: One Duty Station: Kathmandu with frequent travel to the project implementation areas

Duration: One year (with possibility of extension)

Job responsibilities:

The STA will work under the direct supervision and guidance of the NPM and NPD. The STA will be mainly responsible for leading the community based GLOF risk management team and supporting the NPM with the effective and smooth implementation of project activities in achieving the project outputs as appropriate and for facilitating the flow of technical advisory, innovative experiences, training and other inputs to the GLOF Risk Management Community, DHM staff and other concerned line agencies. The STA will be responsible for quality control and advisory services of the GLOF component of the project.

Qualifications and experiences required:

Ph.D. or Master's degree in applied science such as, hydrology, meteorology, glaciology, alpine geology or related field. The candidate with PhD should have at least 7 years and the candidates with Masters degree should have at least 10 years of working experience in GLOF impact studies. Experience in GIS, remote sensing and simulation of GLOF would be a preferred and an added advantage. The candidate should have relevant experiences of working with government agencies, financial institutions and in the region. Working experience with bi-lateral and multi-lateral development agencies will be given priority. Experience on planning, monitoring and evaluation of community based projects will be an added advantage. The candidate must be computer literate. Fluency in written and spoken in Nepal and English is required.

3) Post Title: Senior Technical Advisor (STA) - Component 2 (Flood) (NPPP IV) No. of position: One Duty Station: Kathmandu with frequent travel to the project implementation areas

Duration: One year (with possibility of extension)

Job responsibilities:

The STA will work under the direct supervision and guidance of the NPM. The STA will be mainly responsible for leading the community based flood risk management team and supporting the NPM in the effective and smooth implementation of project activities in achieving the project outputs as appropriate and for facilitating the flow of technical advisory, innovative experiences, training and other inputs to the Flood Risk Management Community, DWIDP staff and other concerned line agencies. The STA will be responsible for technical quality control and advisory services of Flood component of the project Qualifications and experiences required:

PhD or Master's degree in disaster management, hydrology, flood / river basin management, water resource management or related field. The candidates with PhD should have at least 7 years and the candidates with Masters should have at least 10 years of working experience in flood related projects. Experience in GIS, remote sensing and simulation of flood/climate change would be an added advantage. The candidate should have relevant experiences of working with government agencies and financial institutions. Working experience with bi-lateral and multi-lateral development agencies will be given priority. Experience in planning, monitoring and evaluation of community based projects will be an added advantage. The candidate must be computer literate. Fluency in written and spoken in Nepal and English is required.

4) Post Title: Monitoring and Evaluation Associate (MEA) - SU 6 No. of position: One Duty Station: Kathmandu, with frequent travel to districts.

Duration: One year (with possibility of extension)

Job responsibilities:

The MEA will work under the supervision of Technical Advisors/Specialists and overall guidance of NPM. The MEA will be responsible to ensure quality control and regular monitoring of the project interventions/activities. The MEA will also work closely and liaison with DHM and DWIDP in sharing information and knowledge generated by the project.

Qualifications and experiences required:

The MEA shall have a Bachelor's degree in arts, commerce or relevant field with work experience of at least 3 years in the related field. The candidate shall have experience in Monitoring and Evaluation, organization of training projects and provision of secretarial and communication services. Proven abilities in English writing and computer skills are required. Previous experience of working in the International donor financed or implemented projects would be a advantage.
