VACANCY ANNOUNCEMENT-Community Based Flood and Glacial Lake Outburst Risk Reduction Project

Community Based Flood and Glacial Lake Outburst Risk Reduction Project" is a joint initiative between The Government of Nepal (GON) and United Nations Development Programme (UNDP). The project will be implemented under National Execution/Implementation Modality (NEX/NIM) by Department of Hydrology and Meteorology (DHM) under Ministry of Science, Technology and Environment (MoSTE) as the lead Implementing Agency. The major source of funding to this project comes from the Least Developed Countries Fund (LDCF) managed by Global Environment Facility (GEF). The project contributes to NAPA Profile 3 'Community-Based Disaster Management for Facilitating Climate Adaptation' and Profile 4 'GLOF Monitoring and Disaster Risk Reduction'. The project was developed by UNDP with the technical assistance from ICIMOD following wider consultations at different levels. The project duration is for four years from 2013 to 2017. This project aims to help the GON to overcome some of the key barriers to manage the growing risks of Glacial Lake Outburst Floods (GLOF) in the High Mountains and flooding in the Tarai and Churia Range of Southern Nepal through a strong emphasis on community engagement, empowerment and social inclusion. To implement this project, applications are invited from the interested and qualified citizens of Nepal for the following positions:

1) Post Title : Gender and Social Inclusion Specialist (Disaster focused) - NPPP 2 (GSIS) No. of position : One Duty Station : Kathmandu with frequent travel to the districts

Duration : One year (with possibility of extension)

Job responsibilities:

The GSIS will closely work with Senior Technical Advisor (STA) under the overall guidance of the National Project Manager (NPM). The incumbent will be responsible for supporting the STA in formulating strategies for the effective inclusion and participation of intended beneficiaries especially the poor, women, and socially excluded in project activities for achieving the desired outcomes and to provide technical advice, share innovative experiences, provide training and other inputs to the project team at the districts. GSIS is expected to devote 60% of his/her time to implement community based glacial risk management functions and 40% of his/her time to support and mainstream gender and social inclusion initiatives to implement community based flood management and to all partners.

Qualifications and experiences required :

Master's degree in social science with preferable experience in disaster management or related field. The incumbent should have at least 5 years of practical experience working in the disaster risk reduction or natural resource management sector. Preference will be given to candidates with working experience in disaster and/or environment and GSI related development works in Nepal. A GSIS must have knowledge of all major sectoral issues and possess analytical skills in planning and management of development programs. The candidate must be computer literate, trainer and facilitator. Proven abilities in English and Nepali speaking and writing are required. Preference will be given to candidates who have working experience with bi-lateral and/or multi-lateral development agencies as well as with the government line agencies.

2) Post Title : District Project Coordinator (Civil Engineer-Flood Management) - NPPP 1 (DPC) No. of position : One Duty Station : Project implementation districts (Udayapur, Siraha, Saptari and Mahottari)

Duration : One year (with possibility of extension)

Job responsibilities:

The DPC will work under the direct supervision and guidance of the National Project Manager and Senior Technical Advisor (STA) of component 2. The incumbent will be mainly responsible for overall supervision/execution/implementation/ monitoring of the district activities of Community based Flood Risk Management in the four working districts, supporting the NPM/STA in achieving the programme outputs as appropriate and ensuring the delivery of training and other inputs to the Flood Risk management Community, local/regional DWIDP staff and local/regional DSCWM staff and other concerned line agencies. The DPC will assist STA for technical quality control and advisory services of Flood component of the project.

Qualifications and experiences required :

Master's degree in Engineering on river or flood management, water resources management or related field. The candidate should have at least 5 years of working experience in river management/Flood Risk Management with successful implementation of flood risk reduction activities. Experience in upstream downstream linkages for flood risk reduction would be an added advantage. The candidate should have relevant experiences of working with government agencies and financial institutions. Working experience with bi-lateral and multi-lateral development agencies will be given priority. Experience on planning, monitoring and evaluation of community based projects with managerial skills will be an additional advantage. The candidate must be computer literate. Ability to speak and write in Nepali and English is essential.

3) Post Title : District Project Officers - SU 7 (DPO) No. of positions : Four Duty Station : Project implementation districts (Udayapur, Siraha, Saptari and Mahottari)

Duration : One year (with possibility of extension)

Job responsibilities:

The DPOs will work under the direct supervision and guidance of the District Project Coordinator (DPC). The incumbent will be mainly responsible for overall supervision/implementation/monitoring of the district field activities of Community based Flood Risk Management in their respective districts and supporting the DPC in effective implementation of activities in achieving the programme outputs as appropriate. The incumbent will be further responsible for facilitating and organizing training activities and delivery of other inputs to the Flood Risk management Community, local/regional DWIDP staff and other concerned line agencies in their working districts. The DPOs will assist DPC for technical quality control and advisory services of Flood component of the project.

Qualifications and experiences required :

Bachelor's Degree in Civil Engineering with at least 5 years of working experience in river management/Flood Risk Management with successful implementation of flood risk reduction activities. Experience in upstream downstream linkages for flood risk reduction would be an added advantage. The candidate should have relevant experiences of working with government agencies and financial institutions. Working experience with bi-lateral and multi-lateral development agencies will be given priority. 4) Post Title : Messenger No. of positions : Two Duty Station : One in Kathmandu and One in the project district (Tarai)

Duration : One year (with possibility of extension)

Job responsibilities:

The messenger will work directly under the supervision of Admin & Finance Officer/Assistant (AFO/AFA), Project Assistant (PA) and overall guidance of NPM. The messenger will be responsible to convey the messages and timely deliver/receive the letters, document to the concerned authority/persons and keep records and report to PA/AFA/AFO.

Qualifications and experiences required :

At least secondary level education and must have the minimum of 3 years of working experience in l/NGOs and in the similar capacity. Preference will be given to the candidate having knowledge on working mechanism of government ministries and departments as well as with the working experiences in the development projects. The candidate must possess driving licence for motorbike. The incumbent must be able to read and write Nepali and English.
