Deutsche Gesellschaft fur Internationale Zusammenarbeit (GIZ) GmbH invites applications for suitable and qualified professionals for a Trade Support Project. The project aims to improve the capacities of the Government of Nepal (GoN) together with the private sector to strategically use and implement the Nepal Trade Integration Strategy (NTIS) for improved trade capacity and trade performance and to benefit from regional and international trade integration The project follows a multi-level approach: (i) strengthening the capacities of the private sector and service providers to increase exports in selected value chains; (ii) fostering effective coordination and dialogue between the public sector and the business community for trade facilitation and trade performance, and (iii) strengthening the capacity of the National Implementation Unit (NIU) to effectively manage, steer and coordinate the NTIS implementation process and the capacity of the GoN to implement national laws and regulations according to regional trade arrangements.

Position: Senior Programme Officer (Trade Capacity Building)

RESPONSIBILITIES

• To support the NIU in its organisational management needed to fulfilling its multiple tasks, including: handling WTO issues, resource mobilization, project management and monitoring and evaluation;

• To identify the NIU's capacity development needs in areas like handling WTO issues; resource mobilization, project management and monitoring and evaluation of AID for Trade (AfT) activities implementing the NTIS;

• To facilitate increased regional exchange of lessons learnt and good practices in the context of Enhanced Integrated Framework implementation in the NIU;

• To identify communication needs (internal and external) for NIU with focus on implementation of the NTIS and AfT and develop and support the implementation of the communication strategy for the same;

• To act as a liaison between the GIZ project team and the NIU to facilitate cooperation and interaction with GIZ’s trade-related activities in Nepal, in particular GIZ INCLUDE, GIZ Trade support Project and GIZ SAARC-TPN;

• To act as an advisor to the NIU in other relevant areas as directed by the NIU Chief and National Programme Manager;

• To participle in conferences, donor meetings or workshops relevant to the NIU;

• To assist in the preparation of joint meetings between NIU and GIZ projects;

• To assist in handling the Multilateral, Regional and Bilateral Trading issues;

• Prepare briefing papers, concept papers, project proposals as per the requirements of the Ministry and NIU Chief.

Required qualification and experience:

• The applicants should have at least Master's degree in International Trade/International Economics/Economics/Management. The preference will be given to the candidate who has PhD Degree in Economics or Masters Degree in International Trade/International Economics; and has more than Five Years experience in the field of International Trade;

• At least 5 years of experience in any government office or international organization in the field of International Trade.

• Excellent communication, organisation, presentation and writing skills in Nepali and English;

• A technical background and proven knowledge in the field of Econometrics and Project Management would be an asset;

• Excellent computer skills (Microsoft Office. Internet);

• A pro-active attitude, flexibility and willingness to leam.
