Major Duties and Responsibilities:
Based in Damak, under the direct supervision of the Field Officer (Protection), overall supervision from the Head of Sub-Office, Damak, and guidance from the Senior Durable Solutions Officer at the UN Representation in Nepal, Kathmandu, the incumbent will perform the following duties:
1. Manage the use, maintenance and technical support to proGres (registration database) including planning and oversight of data collection, input and verification; produce standard and ad hoc reports, and ensure proGres-related data entry activities are reflected in SOPs for registration, resettlement, protection, community services, and programme activities.
2. Analyse and respond to report requests from UNHCR staff, local governments, partners, donors and Headquarters.
3. Manage and implement the transfer of electronic data between proGres and WRAPS for submission of resettlement referrals to the USA.
4. Supervise the overall functions of Data Management, Registration, and Filing sub-units.
5. Be responsible for keeping registration, resettlement and protection data up-to-date, secure and accurate.
6. Oversee the printing and distribution of refugee identity cards in coordination with field and protection staff.
7. Facilitate and /or undertake additional data collection activities including planning and coordinating data collection methodologies and analyses with relevant staff.
8. Serve as the focal point for compiling and calculating statistics for resettlement, population figures, and standards and indicators, as well as for annual, periodic and requested statistical reports.
9. Organize training in data management good practices, and provide other support to end-users of database systems.
10. As required, provide IT support to the staff, including LAN, email, and hardware support.
11. Liaise with relevant staff on new reporting requirements and procedures as needed; conduct data collection audits in order to ensure that no unnecessary data collection occurs and to ensure that all necessary data is being captured; create and maintain databases and spread sheets that meet operational requirements.
12. Coordinate with GIS officers to ensure that data collection is compatible with GIS as necessary. Assist with GIS and mapping tasks as required.
13. Archive and backup database systems; ensure security of databases; perform database administrator functions.
14. Other duties as required by the management.
Qualifications Required:
- University Degree in IT.computer science or related fields.
- Minimum 2-4 years of previous job experience relevant to the function or in data management, statistics, analysis and information technology.
- Familiarity with data management and registration systems.
- Fluency in English in spoken and writing.
Desirable Qualifications:
- Familiarity with ProGres database system.
- Participation in Operational Data Management Learning Programme, Operations Management Learning Programme and Protection Learning Programme.
- Technical GIS knowledge.
