VACANCY ANNOUNCEMENT-Renewable Energy for Rural Livelihood (RERL)


The Renewable Energy for Rural livelihood (RERl) is a joint programme of the Government of Nepal / Alternative Energy Promotion Centre (GoN/AEPC) and UNDP. In continuation to UNDP's support to the energy sector and UN's commitment towards ensuring universal access to modern energy services, UNDP Nepal as well as the GON/AEPC has agreed to extend the partnership in this sector to scale up energy access with decentralized energy systems for better linkages with the enterprise development. The objective of RERL is to contribute to economic, environmental and social benefits of the rural people by removing barriers that have hindered the wider use of renewable energy resources in rural Nepal.

Post Title: Regional Energy Officer (REO) NPPP 1

Duty Station: Regional Centres in East (Biratnagar) and Mid-West (Nepalganj)

Duration: Post valid for Nine months (with possibility of extension)

No. of positions: Two

General Responsibilities

The REOs will work under the supervision of REE and overall guidance of the NPM. One REO will be responsible for Central, Western and Eastern Regions and another for Mid and Far Western Regions. They will complement each other based on their technical expertise. Largely, REOs will be responsible for ensuring timely completion of Micro Hydro Village Electrification Projects of AEPC and other rural energy systems.

Specifically, REOs will:

be responsible for providing technical and management support to DEES to carry out functions as a sectoral unit for planning and management of rural energy systems development m the district.

work with the DDCs to establish and strengthen DECS, DEF and other institutions as per the programme procedure. In addition, support for the smooth transition of DEES/Us to fit m with AEPC's National Rural and Renewable Energy Programme (NRREP).

support m resource mobilisation from different stakeholder to implement the Micro Hydro as well as other energy technologies.

monitor and review the performances of DEES at regional level: achievements, fund management, outcomes and impacts at local levels.

supervise and monitor the district level operations, particularly related to the sustainability aspects of RETs and ensure corrective measures related to survey, installation, operation and repair maintenance.

coordination with AEPC's Regional Service Centres (RSC) for the harmonisation of energy related activities in the region.

perform other duties and responsibilities as assigned by the REE and NPM to make this programme a success.

Qualification and experience:

REOs must have a Bachelor's Degree in one of the engineering discipline (Civil, Mechanical, Hydropower or Electrical Engineering) and five years' working experience in the field of rural/renewable energy development, particularly micro hydropower. A REO must have knowledge of all the major sectoral issues and possess analytically skills in planning and management of energy development The REO must be computer literate, trainer and facilitator Proven abilities in English writing is required. Preference will be given to candidates who have working experience with a District Development Committee, District Energy and Environment Section.
