Position Title: Programme Associate Location: UNHCR, Sub Office-Damak, Nepal
Duration: May-December 2013 (under UNOPS contract) Overall Supervisor: Head of UNHCR Sub-Office Damak
Major Duties and Responsibilities:
Under the immediate supervision of the Associate Programme Officer (APO) and the overall supervision of the Head of Sub-Office, the incumbent will be responsible for monitoring UNHCR projects implemented by its Implementing Partners or direct implementation in the Bhutanese refugees camps in Jhapa and Morang districts and their host communities. The incumbent will perform the following duties:
Review the implementation and performance of IPs agreements through appropriate physical monitoring to evaluate the projects by reviewing work plans, progress reports, budget, financial reports and expenditures; undertake field visits as required;
Ensure that the funds obligated under an IP agreement permit the payment of the next installment or a disbursement, confirming the status of instalments already paid;
Undertake proper collection, monitoring and use of baselines, standards and indicators needed to measure and analyse programme performance, trends and target interventions;
Contribute to reviewing, analyzing and verifying Financial and Performance Implementing Partner Reports, and to checking accuracy and consistency in accordance with project agreements;
Contribute to reviewing the internal control systems of implementing partners to ensure compliance with sub-agreements, financial, procurement rules and regulations and take any additional steps to strengthen their capacity;
Assist in ensuring compliance in issuance of audit certificates for Implementing Partners and provide feedback and recommendations of identified variants, risks and issues to the partner, programme unit and escalate to management as required;
Contribute to reviewing that IP agreements are in conformity with Country Operation Plans and UNHCR's rules, policies and procedures and monitor that a complete record is maintained for all projects;
Use UNHCR's corporate tools for designing, reporting and generating data for evidence-based decisions at the country-level;
Accompanies and interprets for the missions/visitors as requested by APO to assist them in the accomplishment of their responsibilities;
Submits reports to APO on progress and constraints; Drafts and types routine correspondence, documents and reports and maintains up-to-date filing system; Drafts donor reports as per the need;
Performs any other duties as required.
Qualifications Required;
Completion of Bachelor's degree in Auditing, Accounting, Finance, Project Management or related field;
Minimum 2 years of previous job experience relevant to the function;
Excellent knowledge of international auditing standards, with a minimum of two years of practical experience in auditing; Good understanding of project and resource management;
Excellent computer skills, in particular, MS Office applications;
Excellent communication and negotiation skills;
Fluency in English and Nepali.
