Programme Officer for Human Rights
As a member of the Swiss Embassy and under the line management of the Assistant Country Director, the Programme Officer will be responsible for the following:
• Support the development, monitoring, and steering of programmes / projects related to Human Rights and Human Security including interventions, which seek to address domestic and gender based violence.
• Proactively contribute towards the development and implementation of the Swiss Cooperation Strategy in Nepal, with a special focus on: the promotion and protection of Human Rights, access to justice, and the support to stakeholders in their use of non-violent means to deal with conflict, particularly those related to resources, identity, gender and domestic issues.
• Support the Embassy/SDC management in context monitoring in the fields of Human Rights and Human Security.
• Support the Embassy/SDC management in the contributions to donors harmonisation and coordination
• Support the Embassy/SDC management in the policy dialogue with the Government
• Apply the Swiss Country Strategy’s transversal themes, sector concepts/approaches and create synergy in responsible programmes / projects.
• Representing and promoting the Embassy/SDC including its values and principles; share and exchange information about Switzerland and its work in Nepal and bring along Nepali perspective and knowledge.
Required Technical Competence
Master Degree in Human Rights Law, Public Law, Political Sciences,, Social Sciences or relevant fields; At least 5 years' experience in the areas of Human Rights and Human Security; In-depth understanding of national and international mechanisms to promote and protect Human Rights, knowledge about formal justice mechanisms and community mediation, understanding of issues related to gender, domestic and gender-based violence, equity and poverty reduction; Experience and knowledge on project cycle management and Planning, Monitoring, Evaluation and Transferring into Action; Good understanding and experience on knowledge management; Familiar with the functioning of relevant line Ministries of the Government of Nepal, of relevant constitutional bodies, of the Judiciary and of Non-Government Organisations (NGOs); Readiness to go to field visits in rural areas with simple facilities; Excellent knowledge of written and spoken English and Nepali; Good knowledge of computer and different software application.
Required Social Competence
Sensitive in areas of gender and social inclusion; Able to work independently and under pressure and willing to accept a wide spectrum of tasks; Capable to work in a multicultural team; Have good negotiation and communication skills; Have client-orientation and management competence; good understanding of the current events and national context.
