The Nepal Health Sector Support Programme (NHSSP) is funded by the UK Department for International Development (DFID) that is supporting the Ministry of Health and Population (MoHP) to implement the Nepal Health Sector Programme-2 (NHSP-2). Options Consultancy Services Ltd (Options) and partners are providing technical support to the GoN to implement NHSP-2.
NHSSP seeks competent, committed and results-oriented candidates for the position of Quality Services Advisor (QSA) to provide continued support to the Department of Health Services (DoHS) in furthering achievements in the delivery of essential health care services (EHCS). The position will be based in the Department of Health Services offices in Teku, Kathmandu, and is for two years, September 2013 to August 2015.
The QSA will be responsible to support FHD for identifying ongoing TA requirements, reviewing the Maternity Incentive Scheme and implementation of the CEONC fund, including working with annual allocations for each health facility. S/he will be responsible for supporting effective multi-year contracting of locally recruited staff across all the facilities, implementation of identified areas of prioritisation for MNCH services for remote areas, and implementation of GESI strategies in FHD programming, in order to improve access and use of services by unreached populations. S/he will be responsible for supporting Quality of Care improvements, functional review of FHD, and facilitating networking and collaboration amongst government, external development partners (EDP) and civil society stakeholders.
REQUIRED COMPETENCIES Essential:
♦ Experience and familiarity with the government health system
♦ A team player with experience of working in multi-disciplinary teams
♦ Experience of working with government counterparts, EDPs and l/NGO partners
♦ Excellent planning and reporting skills
♦ Strong communication and networking skills
♦ Good at building consensus and mobilising diverse stakeholders behind a common agenda
♦ Excellent English and Nepali language proficiency in both writing and speaking
♦ A confident and capable advocate.
Desirable:
♦ Existing good relationships with government officials in the health sector
♦ Good analytical and problem solving skills
♦ Strong dissemination skills
Person specifications:
♦ A Master’s degree in medicine or nursing or public health or equivalent with specialisation in MNCH.
♦ 5 years’ experience in health systems, particularly in family health.
